Attorney Andra Olm specialises in family law and advises NOVE’s clients primarily in matters of child custody, access rights and maintenance following a divorce and division of marital property, but also in all other family law matters.

Andra has been active in legal matters since 2002, when she joined a notary’s office as a lawyer. Starting in 2004, Andra spent a total of 18 years working for the Ministry of Justice. For the first three years she worked in the Liberal Professions department with enforcement agents, state legal aid and the Chamber of Notaries, and for the following 15 years in the Private Law department as counsel on family law. As such, she has been specialised in family law for sixteen years now and is one of the most respected experts in this field in Estonia.

As a legislative lawyer at the Ministry of Justice, Andra was involved in the drafting of the current Family Law Act, the Act on State-Funded Family Mediation Services and numerous other drafts. She represented Estonia as an expert in the task forces of the European Union, developing the most important instruments regulating international family law, namely the Regulation on maintenance obligations ((EC) No 4/2009) and the Brussels IIb Regulation on matrimonial matters, parental responsibility and international child abduction ((EU) 2019/1111). She has continued to work with the Ministry of Justice on various legislative projects even after her departure, for example on the draft marriage equality act.

Andra has taken part in numerous negotiations with stakeholders, argued for drafts in various parliamentary committees and explained family law issues in the media – on television, radio and in print media. On top of that, Andra has been a lecturer of family law and supervised seminars at the Faculty of Law of the University of Tartu. She has also trained representatives of various professions outside the university, including judges, notaries, enforcement agents, attorneys, Social Insurance Board specialists and child protection officers working for local governments. In addition to law studies, Andra furthered her knowledge at the Estonian School of Diplomacy in 2004–2005.

As a family law attorney, Andra has been putting her extensive theoretical knowledge into practice by representing clients in court since the beginning of 2023, when she became a member of the Estonian Bar Association.
