Kaisa assists and advises NOVE’s attorneys mainly on matters related to public procurement and European Union Law.
Kaisa has been working in the field of public procurement for over ten years, with experience in both the public and private sectors. Before joining NOVE, Kaisa headed the public procurement department at the Port of Tallinn. She has previous work experience in the Tallinn City Office, where she mainly advised city authorities on matters related to public procurement and represented the city in the Public Procurement Review Committee.
Kaisa has extensive experience in organizing public procurement, including preparing public procurement documents, processing public procurements, and advising contracting authorities on conducting complex and large-scale public procurements. As a procurement manager, she has represented the company in communication with the state, participated in strategic procurement workshops, and contributed to the simplification of the Public Procurement Act and the European Union Procurement Directives. In addition to her experience as a contracting authority, Kaisa has advised entrepreneurs on disputes related to public procurements and on submitting tenders.
Kaisa has completed her master’s degree in European Union Law at Tallinn University of Technology. During her studies, she has furthered her knowledge at the Katholieke Universiteit Leuven in Belgium and interned at the European Union Law Office of the Ministry of Foreign Affairs.
