NOVE and CentAR will compose a study about environmental field corruption risks and the measures to prevent corruption and fraud

Law Office NOVE and Estonian Centre for Applied Research CentAR won the public procurement of „Study to map environmental field corruption risks and measures to prevent corruption and fraud“ arranged by the Ministry of the Environment. The purpose of the study which is complex but also of great practical value is to give an overview of what are the main areas of corruption and fraud in the environmental field and to contribute to the development and implementation of measures to prevent corruption and fraud.

An important aim of the study is to find out what kind of problems have occurred at preventing corruption and fraud in the environmental field relying on Estonian and international experiences. As an outcome of mapping relevant needs, cases and problems the drawn up legal analysis will be the basis for the assessment, whether the corruption problems require amendments of law or are the current measures sufficient but need to be implemented in a more efficient way.

Proposals will be made based on the study and presented to the client as a document. Risks of corruption and fraud existing in the field of environment are important topics in the view of environmental protection and fair governance. The prevention of environmental field corruption and fraud risks can be done only in cooperation of public and private sector, thus an important part of the study is focused on the development of working anti-fraud measures in the involvement of different interest groups.

The study will be composed by Urmas Volens and Eerik Heldna from NOVE and Epp Kallaste and Janno Järve from CentAR.
