As a result, a concept of legal regulation and field-specific policy will be developed, which will cover the formation, storing and using of necessary supplies in cases of large-scale accidents, terrorist attacks and in needs of military defence. The concept will be the basis for intentions of relevant law amendments and drawing up draft laws and explanatory notes thereto. The analysis will assess the expediency of existing regulation, identify loopholes and provide possible conceptual solutions to the evident problems.<\/p>\n<p>An important aim of the study is to find out which kind of problems occur in Estonia at ensuring necessary supplies of a crisis situation relying on Estonian and international experiences. As an outcome of mapping relevant needs, cases and problems the drawn up legal analysis will be the basis for the assessment, whether the existing regulation needs to be amended or the current measures are sufficient but need to be implemented in a more efficient way.<\/p>\n<p>Thus, NOVE will draw up a legal analysis which maps comprehensively our current legislation including the division of liability and assesses its expediency, applicability, timeliness and integrity.<\/p>\n<p>The proposals made based on the study will be presented to the client as a document. In a complex security situation, it is a topical issue \u2013 to develop a working legal framework for the administration of important supplies, which ensure the functioning of public authorities also in a crisis situation. This is an important part of the wide-ranging concept of national defence. The concept of wide-ranging national defence can be implemented only in cooperation of public and private sector, thus an important part of the analysis will focus on the development of the operating measures with the involvement of private sector.<\/p>\n<p>The staff of NOVE, which has several reserve officers with the work experience of a public official and members of Defence League is pleased and honoured to contribute to the security of the country.
