Attorney Klen Teder advises clients primarily in the field of public law, specializing in European Union law and public procurement. He also provides advice on competition law and legal aspects of advertising and marketing.
Klen has been practising law since 2002. During this time, he has worked as an attorney in various law firms and as a legal advisor in public service. After obtaining a master’s degree in European Union law from Lund University in 2003, he has primarily specialized in EU law throughout his professional career. Following Estonia’s accession to the European Union, Klen joined the Court of Justice of the European Union in Luxembourg, where he worked for 17 years as a lawyer-linguist.
Upon returning to Estonia, he began working at the European Union Law Office of the Ministry of Foreign Affairs of the Republic of Estonia, where he was responsible for defending Estonia’s positions both in the Court of Justice and in infringement proceedings initiated by the European Commission. He also participated as an Estonian delegate in the European Union Council working group, where the European Union’s positions were prepared and coordinated for negotiations on EU´s accession to the European Convention for the Protection of Human Rights and Fundamental Freedoms.
Since 2023, Klen has once again become an active member of the Estonian Bar Association. In his role as an attorney, Klen has participated, in coordination with the state, in the legislative process during the preparation phase of the Advertising Act’s legislative intent. In addition, he has advised clients on the details of regulations concerning the provision of financial services and has trained employees of an international corporation on how to act skillfully in the event of a potential dawn raid by the European Commission or the competition authority. Klen has also been an important advisor to an international public transport company operating in the field of international public transport by bus.
Klen’s previous work experience has provided him with a broad range of expertise in international public and private law, as well as the ability to work in multiple languages, including English, French, and Spanish, with some proficiency in Italian. This background has also given him extensive knowledge of the procedures of the Court of Justice, where he has represented the interests of the Republic of Estonia in both preliminary rulings and direct actions. In addition to his legal work, Klen holds a consular qualification, which he obtained while working at the Ministry of Foreign Affairs and completing an internship at the Estonian Embassy in Tbilisi, Georgia.
